摘要
国有企业是强化国家战略科技力量,打好关键核心技术攻坚战的主要骨干力量。提高国有企业科技创新能力是强化企业创新主体地位,推动产业链上中下游、大中小企业融通创新的重要内容,也是做强做优做大国有资本和国有企业,发挥国有经济战略支撑作用的重要保障。多年来,国家科技创新激励保障政策措施经过持续的迭代完善,目前已基本形成覆盖全面、门类齐全、工具多元的激励保障政策体系。但针对国有企业科技创新活动特征的激励保障体系还有待完善,与国有企业创新链条活动特征、国有企业创新发展定位与成长规律匹配不精准,保障措施不到位等问题仍较突出。通过调研与访谈,就影响国有企业科技创新激励保障的“宏观-中观-微观”三个视角开展深入调研,深度剖析内在原因,并提出针对性的建议。
State owned enterprises are a national team to strengthen national strategic scientific and technological forces and fight for key core technologies.It is also an important part of promoting the innovation of state-owned enterprises and strengthening the innovation ability of small and medium-sized enterprises.It is also an important guarantee for small and medium-sized enterprises to play an important role in promoting the innovation of state-owned enterprises in the large industrial chain.In recent years,the incentive and guarantee measures for scientific and technological innovation have been continuously improved.At present,an incentive and guarantee policy system with comprehensive coverage,complete categories and diversified tools has been basically formed.However,the incentive and guarantee system for the characteristics of scientific and technological innovation activities of state-owned enterprises has not been fully established,and the problems such as inaccurate matching with the characteristics of innovation chain activities,the orientation of innovation development and growth law of state-owned enterprises,and inadequate scientific and technological guarantee are still prominent.Through investigation and interview,this paper carries out in-depth investigation on the three perspectives of“macro meso micro”affecting the incentive guarantee of scientific and technological innovation of state-owned enterprises,deeply analyzes the internal causes,and puts forward targeted suggestions.
