我国多能互补项目政策分析及技术评价指标 被引量:3

摘要 多能互补可再生能源系统是基于热电气储耦合技术,以生物质发电作为基础能源,风、光、储为补充,实现局部区域内全可再生能源进行供能的高效供能系统。政策分析表明:2000年以后,我国陆续颁布系列与多能互补相关的促进能源改革及可再生能源发展配套政策,国家支持多能互补、微网、可再生能源项目建设。以全可再生能源小镇为例,阐释了多能互补的技术路线:优选“源-网-荷-储”的工艺路线,采取链式、垂直一体化反馈为辅助技术措施,完善可再生能源项目在能源生产、储运、转换、使用、回收等环节不足,通过“端-管-云”一体化能源管理平台进行智能化调度,弥补可再生能源运行缺乏灵活性和确定性,并且具有波动性等特点。根据可再生能源在多能互补项目中的特性,建立技术评价指标、经济评价指标、社会效益指标,通过多维度评价指标判别可再生能源项目优劣。 Multi-energy complementary renewable energy system is a high-efficiency energy supply system based on thermal-electric-gas-storage coupling technology.It uses biomass power generation as the basic ener-gy,supplemented by wind,photovoltaic and energy storage,to realize the energy supply from all renewable energy sources in local areas.Policy analysis shows that China has promulgated a series of supporting policies related to multi-energy complementation since 2000 to promote the energy reform and renewable energy de-velopment,and the state supports the construction of multi-energy complementary,micro-grid and renewable energy projects.Taking the all-renewable-energy town as an example,this paper explains the technical route of multi-energy complementation.The process route of source-grid-load-storage is selected,the chain and vertical integration feedback is adopted as the auxiliary technical measure,and the shortcomings of renewable energy projects in energy production,storage,transportation,conversion,use and recycling are improved.Intelligent scheduling is carried out through the terminal-management-cloud integrated energy management platform to make up for the shortcomings of renewable energy operation such as the volatility and the lack of flexi-bility and certainty.According to the characteristics of renewable energy in multi-energy complementary pro-jects,technical evaluation indexes,economic evaluation indexes and social benefit indexes are established to judge the advantages and disadvantages of renewable energy projects by multi-dimensional evaluation indexes.
