摘要
全面建设小康社会时期,高校在对口帮扶贫困县中延续了“农校对接”的做法并拓展为“校农结合”。以贵州省G大学对口帮扶Z县为例,“校农结合”主要有四种方式:校园展销、食堂采购、教师团购和门店直销。通过“校农结合”建立农民与高校师生的紧密关系是一种构建产销直接对接的“巢状市场”创新,在增加农民收入、提高农民市场经营能力等方面发挥了一定的作用,但却面临市场边界宽泛而又“脱嵌”于主流市场,农户组织薄弱与质量监督保障机制不完善,校农互信互助机制难以建立等实践困境。在乡村振兴开局时期,建议建立政策补偿机制、“赋能”农民提高自组织程度,建立校农“社区营造”平台,以此形成“校农结合”的可持续机制。
In the period of moderately well-off society development universities play an important role in helping poor counties through"university-farmers"cooperation.With a university of Guizhou as an example,this paper presents four major means of cooperation:campus exhibited sales,dining-hall purchase,collective faculty purchase,and direct store sales.Through the cooperation the close links between farmers and university staff and students form an innovation of"nest-like market"for direct connection between production and sales and give rise to famers’incomes and their market operation capabilities.Nevertheless,there are some inadequacies,for instance,the unclear market boundary,the dislocation from mainstream market,the inefficient farmers’organization and quality monitoring mechanism,and the hardships in building mutual trust between university and farmers in practice.It is argued that in the time of rural revitalization efforts should be made in terms of policy-stipulated compensation mechanism,the empowerment of farmers’self-organization,and the development of university-farmers platform"built by a community for the sake of a sustainable mechanism of"university-farmers cooperation".
