基于POS理论的新疆水利工程施工项目管理

摘要 水资源的短缺使得人类在获取水资源时付出越来越高的代价。新疆已陆续进行了伊犁河、特克斯河、喀什河、塔里木河和额尔齐斯河等流域开发水利工程项目。针对新疆水利工程的特点,引入POS概念,使人、系统和组织同时得到开发,通过建立适宜的项目组织机构,对项目的时间、费用、资源进行规划和控制,以达到优化资源配置的目的。同时就增强施工企业综合实力和加快水利工程建设提出建议。 The shortage of water resources makes it increasingly expensive for human beings to obtain water resources.Water conservancy projects in Yili River,Turks River,Kashi River,Tarim River and Erqis River have been carried out in Xinjiang.According to the characteristics of water conservancy projects in Xinjiang,the concept of POS is introduced in this paper so that people,systems and organizations can be developed at the same time.By establishing an appropriate project organization,this paper plans and controls the time,cost and resources of the project in order to achieve the purpose of optimizing resource allocation.At the same time,suggestions are put forward for strengthening the comprehensive strength of construction enterprises and speeding up the construction of water conservancy projects.
