摘要
京津冀协同发展国家重大战略实施8年以来,三地多个领域区域合作取得显著成效,但公共服务差距依然较大,成为制约京津冀协同发展的最大短板。新发展阶段河北与京津公共服务差距呈现“一缩小两扩大”特征,兜底保障性基本公共服务差距逐步缩小,财政补贴类公共服务及高品质优质公共服务资源区域差距呈扩大态势。河北亟须精准对接“两翼”带动新格局发展,聚焦重点领域公共服务高质量供给,以优质公共服务带动河北公共服务整体水平提升,创新跨区域服务衔接机制,完善公共服务市场化供给制度,充分释放市场潜能弥补投入短板,与京津错位培育公共服务新增长点。
Over the past eight years since the implementation of the major national strategy for the Beijing Tianjin-Hebei collaborative development,the three regions have achieved remarkable results in regional coopera⁃tion in many fields,but the gap in public services is still large,which is still the biggest weakness restricting the Bei⁃jing-Tianjin-Hebei collaborative development.In the new development stage,the public service gap between Hebei and Beijing-Tianjin shows the characteristics of“one reduction and two expansions”,the regional gap in the most basic public services is gradually narrowing,and the regional gap in public services with financial subsidies and high-quality public services is widening.Hebei urgently needs to accurately connect with the“two wings”to drive the new pattern development,focus on the high-quality supply of public services in key areas,improve the overall level of public services in Hebei with quality public services,innovate the cross-regional service connection mechanism,improve the market-based supply system of public services,fully release the market potential,make up for the investment shortcomings,and foster new growth points of public services in differentiation with Beijing and Tianjin.
