摘要
从图书馆服务功能嬗变与专利政策演变双逻辑视角研究高校图书馆专利信息服务历史演变规律,是推进新阶段专利信息高质量服务的重要路径。基于上述两种逻辑主线,整体划分图书馆专利信息服务演变阶段,阐释演变特征、规律和内在逻辑,并提出新阶段发展路径和策略。高校图书馆专利信息服务历经文献流功能主导下的专利文献典藏阶段、信息流功能主导下的专利信息开发利用阶段和基于数据智能的专利信息服务深化与高质量发展阶段,新时代高校图书馆专利信息高质量服务的路径是推动图书馆功能嬗变与专利政策演变的协调统一,发展策略是实现供给延异与需求内化的联动。
Studying the historical evolution law of patent information services in university libraries from the dual logic perspective of library service function evolution and patent policy evolution is an important way to promote high-quality patent information services in the new stage.Based on the above two main lines of logic,this paper divides the evolution stages of library patent information services as a whole,explains the evolution characteristics,laws and internal logic,and proposes new development paths and strategies.The patent information service of university libraries has gone through the stage of patent document collection led by the function of document flow,the stage of development and utilization of patent information led by the function of information flow,and the stage of deepening and high-quality development of patent information service based on data intelligence.The path of high-quality information service is to promote the coordination and unity of the evolution of library functions and the evolution of patent policy,and the development strategy is to realize the linkage between supply divergence and demand internalization.
