摘要
国家药品集中采购迎来高值医用耗材集中带量采购关键点,这不仅是高值医用耗材价格回归的重要环节,也是推动技耗分离、促进医疗服务价格优化的必经之举。日本作为全民医疗保障制度起步较早的国家,对医用耗材采购经过多次改革探索,形成了具有契合本国医疗服务特色和产业发展需求的耗材招采机制。作者结合现有集采格局,以耗材集中带量采购推进的难点为导向,通过梳理日本医用耗材医保准入、支付、分类管理经验和动态变迁,从其现有耗材管理和改革趋势出发,有利于倒逼医疗服务体系提质增效,为医疗服务价格改革提供契机,促进医务人员技术服务价值体现;从医用耗材技术产业发展的4个功能出发,提炼借鉴之处,为国内医用耗材集中带量采购提出对策建议。
The national centralized drug procurement has ushered in the key point of centralized procurement of high-value medical consumables, which is not only an important part of the price return of high-value medical consumables, but also a necessary move to promote the separation of technology and consumption and promote the optimization of medical service prices. As a country with an early start of the universal medical security system,Japan has undergone many reforms and explorations in the procurement of medical consumables, and has formed a consumables procurement mechanism that meets the characteristics of its own medical services and industrial development needs. Based on the existing centralized procurement pattern, the author is guided by the difficulties in the promotion of centralized procurement of consumables with volume. It is conducive to forcing the medical service system to improve the quality and efficiency, providing an opportunity for the reform of medical service prices, and promoting the value of medical personnel?s technical services;starting from the four functions of the development of the medical consumables technology industry, extracting and drawing lessons for domestic medical consumables.Propose countermeasures and suggestions for quantity procurement.
