摘要
目的通过分析2016—2019年济南市公共场所监督卫生行政处罚案件,剖析济南市公共场所卫生管理的侧重点,为进一步做好公共场所卫生监督管理工作提供科学依据。方法对公共场所卫生行政处罚案件数量按照行业分布、处罚案由等进行多维度统计分析。结果济南市2016—2019年对公共场所经营者违反《公共场所卫生管理条例》及《公共场所卫生管理条例实施细则》进行行政处罚的案件共1381例,分别为2016年164起,2017年221起,2018年422起,2019年524起,呈逐年上升趋势。处罚的公共场所类别主要集中在住宿场所、理发场所、美容场所,案件数量占比85.59%;处罚案由集中在少数案由,以“未取得公共场所卫生许可证擅自营业”、“安排未获得有效健康合格证明的从业人员从事直接为顾客服务工作”、“未按照规定对顾客用品用具进行清洗、消毒、保洁”、“未按照规定进行卫生检测”为主,占案由总数的91.96%。结论济南市公共场所卫生监督处罚率呈逐年上升趋势,住宿行业仍需加强监管,未按照规定对顾客用品用具进行清洗、消毒、保洁成为处罚重点。
Objective By analyzing the public health supervision penalty cases in Jinan from 2016 to 2019,this paper was to discover the problems existing in the public health administrative in Jinan,so as to provide scientific basis for further improving the public health supervision and management.Methods Statistical analysis was made on the number of public health administrative penalty cases,based on distribution of industry and the cause of punishment.Results From 2016 to 2019,there were 1381 cases against Public Health Management Regulations in Public Places and Implementing Rules of Health Management Regulations in Public Places in Jinan,which were 164 cases in 2016,221 cases in 2017,422 cases in 2018 and 524 cases in 2019 respectively,showing an increasing trend year by year.The types of public places penalized were mainly accommodation places,barber places and beauty places,accounting for 85.59%of the cases.91.96%cases were concentrated in four violations,including‘authorized business operations without hygiene license’and‘arranging employees without valid health certificate to directly serve customers’and‘not according to stipulations on customer reusable goods for cleaning,disinfection,store’and‘failing to conduct hygiene test in accordance with regulations’.Conclusion The penalty rate of public health supervision in Jinan is increasing year by year.Accommodation places should be the focus of public health supervision.Whether to clean,disinfect and store the reusable goods of customers according to the regulations has become the focus of punishment.
