摘要
本文探索构建省域视角下的水资源资产负债表,进行水资源价值核算与分析,测算水资源生态价值,为水资源生态产品价值实现提供数据基础。最后针对性提出开展GEP核算、统筹水资源管理、构建生态保护补偿机制、加大绿色金融支持力度等政策建议,为西部生态脆弱地区生态保护补偿价值核算提供一定的参考借鉴。
This paper explores the construction of water resources balance sheet from the provincial perspective,carries out water resources value accounting and analysis,calculates the ecological value of water resources,and provides data basis for the realization of the value of water resources ecological products.Finally,some policy suggestions are put forward,such as carrying out GEP accounting,coordinating water resources management,constructing ecological protection compensation mechanism and increasing green financial support,so as to provide some reference for the accounting of ecological protection compensation value in ecologically fragile areas in the West.
