基于生态环境损害赔偿背景下湿地生态系统服务功能体系构建 被引量:2

摘要 生态环境损害赔偿制度作为一种新型生态环境保护制度备受专家学者的高度专注,但是湿地生态环境损害由于其生态系统服务功能体系复杂性从而导致损害赔偿难以认定和实施,期中功能受损害的范围和内容认定是主要的难点之一。为了科学合理地认定湿地生态环境损害赔偿,综合国内外湿地生态分类体系和规范性文件,提出适合我国湿地生态环境损害赔偿背景下具有可操作性的湿地生态系统服务功能分类体系。此分类体系将湿地生态系统服务功能分为5个等级,每个等级根据不同的属性进行进一步的详细划分。该体系的构建对湿地生态服务可量化的功能进行较为系统性的归纳,使其适用于我国的湿地生态环境损害赔偿的鉴定评估,从生态损害赔偿的角度为湿地的保护和管理提供一定的借鉴作用。 As a new type of ecological environmental protection system,the compensation system for ecological environment damage has been highly concerned by experts and scholars. However,due to the complexity of the ecosystem service function systemof wetland ecological environment damage,it is difficult to identify and implement damage compensation,and the scope of damage and content identification is one of the main difficulties. In order to determine the wetland ecological environment damage compensation scientifically and reasonably,this paper integrated the domestic and foreign wetland ecological classification systems and normative documents,and put forward an operable wetland ecosystem service function classification system suitable for the background of wetland ecological environment damage compensation in China. This classification system divided the wetland ecosystemservice functions into 5 levels,and each level is further classified in detail according to different attributes. The construction of this system can systematically summarize the quantifiable functions of wetland ecological services,so that it can be applied to the appraisal and evaluation of wetland ecological environmental damage compensation in China,and provide a certain reference for the protection and management of wetland from the perspective of ecological damage compensation.
