摘要
基于2007—2020年安徽资源型城市的面板数据,从财政自主度、财政收入分权和财政支出分权三个维度实证分析财政分权对安徽资源型城市产业结构升级的影响。研究表明,财政分权对安徽资源型城市产业结构升级具有显著的阻碍作用。这一负向影响效应仅限于安徽再生型和成熟型的资源型城市,而对衰退型资源型城市的影响不显著。门槛回归结果显示,环境分权水平的提高能在一定程度上显著弱化财政分权对安徽资源型城市产业结构升级的不利影响。优化省内财政分权体制、有针对性地实施不同类型资源型城市产业结构升级策略以及提升环境分权水平能进一步推动安徽资源型城市产业结构升级。
Based on the panel data of resource-based cities in Anhui from 2007-2020,this paper empirically analyzes the impact of fiscal decentralization on industrial structure upgrade of resource-based cities in Anhui from three dimensions:fiscal autonomy,fiscal revenue decentralization and fiscal expenditure decentralization.The result shows that fiscal decentralization has a significant hindering effect on industrial structure upgrade of resource-based cities in Anhui.This negative effect is limited to regenerative and mature resource-based cities in Anhui,while the effect on declining resource-based cities is not significant;the threshold regression results show that increasing the level of environmental decentralization can significantly weaken the negative impact of fiscal decentralization on industrial structure upgrade of resource-based cities in Anhui.Through optimizing the provincial fiscal decentralization system,implementing targeted strategies to upgrade the industrial structure of different types of resource-based cities,and improving the level of environmental decentralization,the industrial structure upgrade of resource-based cities in Anhui can be further promoted.
