摘要
将生物多样性纳入环境影响评价是《生物多样性公约》第14条的重要内容,是从源头预防生物多样性丧失的有效途径。在概述《生物多样性公约》缔约方大会关于环境影响评价相关决定的基础上,分析了缔约方履约进展和经验,并回顾了我国生物多样性评价的环评立法和技术体系建设、环评经验与不足等,提出了加强我国生物多样性评价的建议,包括提升生物多样性保护、恢复和可持续利用的法律地位;加强生物多样性的背景调查、动态观测和情景预测;拓展生物多样性评价边界,协同推进生物多样性保护、应对气候变化和污染防治。
Integrating biodiversity into Environmental Impact Assessment(EIA) is the major content of article 14 of theConvention on Biological Diversity, and it is an effective approach to prevent biodiversity loss from the source. We summarized the relevant decisions of the COPs of the Convention on Biological Diversityon EIA, analyzed the progress and experience of the parties in implementing the convention, and reviewed the legal and technical system construction, practical experience and deficiencies of biodiversity assessment in EIA of China. We proposed suggestions to strengthen biodiversity assessment including establishing biodiversity law to enhance biodiversity conservation, restoration and sustainable use;strengthening the background investigation, dynamic observation and scenario prediction of biodiversity;expanding the evaluation boundary of EIA and promote the synergies among biodiversity conservation,climate change combat and pollution prevention and control.
