摘要
我国在环境治理中一直高度重视公众参与。环境治理中的公众参与按照公共事务的处理机制可分为政治参与、社会参与和市场参与三类,其中,政治参与制度化渠道基本完备,但参与效果有待加强;社会参与日益活跃,但参与行动相对碎片化;市场参与局面初开,主动承担社会责任渐成趋势。从参与机理看,每个人都是环境治理的利益相关者,环境公共利益的维护和实现需要多主体多机制合力,需要权威与公众参与行动的结合,需要超越环境民主论和环境威权主义论话语,形成基于利益的环境协同治理。为此,在环境治理中引导公众参与,需要立足公众有序参与,进一步优化制度环境;引导公众有度参与,提炼公共利益共识;激励公众有利参与,提升环境治理获得感;追求公众有效参与,共享生态文明成果。
China has always attached great importance to public participation in environmental governance.Public participation in environmental governance can be divided into political participation,social participation and market participation according to the mechanism of handling public affairs,among which,the institutionalized channel of political participation is basically complete,but the effect of participation needs to be strengthened;social participation is increasingly active,but the action of participation is relatively fragmented;market participation is beginning to develop,and the trend of taking the initiative to assume social responsibility is emerging.From the perspective of participation mechanism,everyone is a stakeholder in environmental governance,and the maintenance and realization of environmental public interest requires the combined efforts of multiple subjects and mechanisms,the combination of authority and public participation actions,and the formation of interest-based environmental collaborative governance beyond the discourse of environmental democracy and environmental authoritarianism.To this end,to guide public participation in environmental governance,it is necessary to base on orderly public participation and further optimize the institutional environment;to guide moderate public participation and refine the consensus of public interest;to stimulate favorable public participation and enhance the sense of access to environmental governance;and to pursue effective public participation and share the fruits of ecological civilization.
