摘要
政府在老年照护服务上极其有限的责任以及居民在老年照护服务上的巨大需求对中国福利制度的合法性提出挑战。通过对CGSS2017数据中3 307名中国成年居民福利态度的Logistic回归分析发现,女性、年龄越大、社会权利观越强、子女数量越多以及养老观念越传统的群体,越支持政府承担老年照护责任。自利假设中的性别与年龄、东亚福利体制指标影响居民群体关于政府承担老年照护责任态度,同时,东亚福利体制对居民支持政府承担老年照护责任态度的影响大于自利因素。基于此,政府应明确自身在老年照护服务上的责任定位,并采用多种方式实现政府责任,寻找政府与家庭在照护服务上的最佳结合点,以促进需要导向老年照护政策的转变,提高社会福利制度的合法性。
The legitimacy of China’s welfare system is challenged with the extremely limited responsibility of the government in elder care services and the huge demand of residents for elder care services. Targeting the attitudes of 3307 Chinese adult residents toward welfare in the CGSS2017 data, the logistic regression analysis shows that the groups who are female, grow elder, have the stronger concept of social rights, rear more children, and hold the more traditional idea of providing for the elderly tend to favor the government to take responsibility for elder care. The gender and age in the self-interest hypothesis, along with the East Asia welfare regime index, affects the attitudes of residential groups toward the government’s responsibility for elder care. In the meantime, the impact of East Asia welfare regime is stronger than that of self-interest factors. Accordingly,the government is supposed to clarify the position of its responsibility for elder care services, realizing its responsibilities with a variety of methods while seeking the optimal joint point for elder care between the government and the family. In this way, the need-oriented elder care policy can be promoted form transformation,and the legitimacy of the social welfare system can be improved.
