摘要
基于长三角区域一体化发展的背景,运用组合赋权法及耦合协调模型,开展长三角人口城镇化与基本公共服务水平的综合指数测度及其耦合协调度的分析.实证结果反映:研究期内,该地区人口城镇化水平不断上升,但空间差异性明显;基本公共服务综合指数不断上升,区域不均衡性有所降低;各地区两个系统持续处于高水平耦合状态,协调度在持续上升,上海市由良好协调过渡到优质协调,江苏省、浙江省由勉强协调过渡到中级协调,安徽省由轻度失调过渡到初级协调.细化来看,安徽省的人口城镇化与基本教育服务及社会保障方面的协调度不理想.据此,提出了因地制宜,差异化推进人口城镇化发展,“供共”并举,完善基本公共服务的配置等建议措施.
Against the backdrop of the regional integration development of the Yangtze River Delta,the paper uses the combination weighting method and coupling coordination model to measure the comprehensive index of population urbanization and basic public services in the Yangtze River Delta,and then calculate the coupling degree and coordination degree of the two systems.The empirical results show as follows:(1)During the study period,the urbanization level of population in the Yangtze River Delta is on the rise,but with an obvious spatial difference.The comprehensive index of basic public services is on the rise simultaneously,with a decreasing regional inequality.(2)The three provinces and one city in the Yangtze River Delta remain in a high level of coupling,and the degree of coordination continues to rise.The coordination of Shanghai has transitioned from a good degree to a high-quality one,the coordination of Jiangsu province and Zhejiang province from a bare coordination to an intermediate one,and the coordination of Anhui province from a mild imbalance to an elementary coordination.In detail,the coordination degree of Anhui province is not ideal especially between population urbanization and basic education&social security.Accordingly,the paper puts forward some suggestions,such as promoting population urbanization development in varied ways and improving the allocation of basic public services by strengthening supply and sharing.
