“一流大学”校企协同创新的科技政策路径 被引量:3

The Science and Technology Policy Path of School-enterprise Collaborative Innovation for“World-class”Universities

摘要 "一流大学"的校企协同创新是实现国家创新驱动发展战略的重要举措之一,日益成为政府公共政策干预的重要领域。基于政策工具理论,从组态视角出发,运用清晰集定性比较分析方法对我国21个省域的21所"一流大学"校企协同创新进行分析,探究"一流大学"校企协同创新与科技政策支持方式的逻辑关系,可以揭示科技政策协同性设计结构及其对"一流大学"校企协同创新发展的作用机理。研究发现,"一流大学"校企协同创新高绩效发展的科技政策路径为政府引导市场拉动型和政府主导推动型,这一发现蕴含了规律性质的命题,即规制性环境政策对"一流大学"校企协同创新的较强建构性。非高绩效发展的科技政策路径为以法规制度为主的环境规制型和供给—需求—环境复合型。由此,为进一步推进"一流大学"校企协同创新高质量发展,在宏观上应当不断完善科技政策体系,在微观上应当强化科技政策的交互性选择。 The school-enterprise collaborative innovation of“world-class”universities is one of the important measures to realize the national innovation-driven development strategy,and has increasingly become an important area of government public policy intervention.Based on the theory of policy tools,starting from configuration thinking,this paper uses the clear set qualitative comparative analysis method to analyze the collaborative innovation of 21 world-class Universities in 21 provinces in China,explores the logical relationship between the collaborative innovation of“world-class”universities and the support mode of science and technology policy,and reveal the collaborative design structure of science and technology policy and functional mechanism on the development of school-enterprise collaborative innovation for“world-class”universities.It is found that the science and technology policy path of high-performance school-enterprise collaborative innovation is government-led and market-driven.This discovery contains a proposition of the nature of law,that is,the regulatory environmental policy has a strong constructive effect on school-enterprise collaborative innovation.The science and technology policy path for non-high-performance development is environmental regulation based on laws and regulations and the complex of supply-demand-environment type.The implication is that in order to further promote the high-quality development of school-enterprise collaborative innovation for“world-class universities”,the government should continuously improve the science and technology policy system at the macro level,and strengthen the interactive choice of science and technology policy at the micro level.
