摘要
我国经济社会发展正经历百年未有之大变局,经济社会重大转型发展对民办高等教育未来的生存与发展都将产生重大影响,民办高等教育治理也面临着前所未有的挑战。民办高等教育治理效能建立在民办高等教育治理效果和省级政府高等教育统筹能力基础上,在民办高等教育发展的不同时期,其治理效能意蕴在不断演变。当下省域民办高等教育治理低效能的表现依然显著,提升治理效能的紧迫性日益突显。把握省域民办高等教育问题体系的构成,围绕两大治理核心问题不断创新民办高等教育治理模式,提升省级政府推进民办高等教育改革与发展的统筹能力,强化协同治理与政策效力,破除办学的体制机制障碍,建立依法依规的治理体系运行机制是新时期提升民办高等教育治理效能的重要途径。
The economic and social development in China is experiencing great changes which have not been seen in a century.The major economic and social transformation and development will have a significant impact on the future development of non-government higher education,and the non-government higher education governance is also facing unprecedented challenges.The governance efficiency of non-government higher education is based on the provincial governance effect and the overall planning power of higher education.In different periods of non-government higher education the development,the connotation of governance efficiency continues to evolve.At present,the governance inefficiency of non-government higher education is still significant,and the urgency to improve the governance efficiency is increasing.We need to grasp the composition of the provincial non-government higher education problems,constantly innovate the governance model based on the two core governance issues,improve the overall planning ability of provincial governments to promote the reform and development of non-government higher education,strengthen collaborative governance and policy effectiveness,and break down the institutional obstacles.Running the governance power according to law is an important way to improve the governance efficiency of private higher education in the new era.
