摘要
自来华外国人由定点酒店居住转向当地社区聚居以来,社区融入问题一直是人们所关注的重要理论和实践议题,政府相关政策已经从偏重治安管理服务发展到倡导“居民化”社区融入。本文以义乌市L社区为例,着重探讨社区组织在来华外国人“居民化”融入中所扮演的角色及其行动策略。作为党的领导和政府行政权力在基层社会的延伸,我国的社区组织同时也是基层社会的建制性设置,其角色担当和行动策略也必然与国外社区组织有所不同。通过解剖分析L社区的实践案例可发现,社区组织不但要负责政府的“居民化”融入政策在社区层面落地见效,同时还要负责回应或平衡来华外国人的非常规性社区融入需求,负责重塑与“居民化”融入利益相关的多元主体整合机制,确保整个社区的和谐融洽和稳定有序;此外,社区组织还会基于自身角色定位以及社区实际情况,灵活采取诸如以治理平台化夯实来华外国人社区服务、以组织分支化吸纳来华外国人社区参与、以关系圈层化培育来华外国人社区认同等具体行动策略,以便更有效地把来华外国人的“居民化”融入落到实处。
The question about the process of immigration inclusion into a community has long been discussed.Since foreign immigrants in China moved from hotels to local neighborhoods,the emphasis of related policies has been shifted from public security to“residentization”community inclusion.This article exploits L community in Yiwu City as a case to explore the roles and action strategies played by community organizations in foreign residents“residentization”integrating to local communities.As the outstretched fabric of party leadership and administrative power,community organizations in China serve as governmental infrastructures in grassroot society,which differentiate their roles and strategies from foreign ones.With the scrutiny of the L community case,we find that community organizations take charge of implementing inclusion policies as well as responding and squaring unconventional community inclusion needs of foreign immigrants.They reshape cooperation and coordination mechanism among stakeholders to ensure peace and order in the community.Community organizations will also,on account of their fixed role and community reality,flexibly take strategies such as consolidating community services through governance platforms,encouraging community participation through organizational branches,and fostering community attachment through friendship,kinship,and associational networks to reinforce immigration“residentization”inclusion to the community.
