摘要
在新中国成立70多年以来的波澜壮阔变化中,土地制度的变迁发挥了重大作用。本文梳理了自新中国成立以来我国土地政策的演进史及土地市场的发展历史,总结了我国土地制度变迁与土地市场发展的经验。结果表明:70多年来,我国始终坚持社会主义公有制,充分尊重农民主体地位,并逐步建立以政府主导、市场为主体的资源配置方式,在整个演变过程中,法治化是土地制度改革与市场化改革的重要保障。
In the magnifi cent changes since the founding of the People's Republic of China more than 70 years ago,the change of land system has played an important role.This paper reviews the development history of China's land policy and land market since the founding of new China,and summarizes the experience of China's land system change and land market development.The results show that over the past 70 years,China has always adhered to socialist public ownership,fully respected the dominant position of farmers,and gradually established a government-led,market-oriented resource allocation mode.In the whole evolution process,the rule of law is an important guarantee for the reform of land system and marketization.
