摘要
在社会治理共同体建设的大背景下,公安机关是肩负维护社会治安秩序和保障社会平稳运行的执法部门,对群体性事件现场负有依法处置责任。公安机关要充分了解当前群体性事件现场特征,全面掌握群体性事件现场处置原则和处置难点,在党委统一领导下,按照一定流程,采取相应策略,及时有效化解群体性事件现场的矛盾和冲突。
In the context of social governance community construction,public security organs which are law enforcement departments responsible for maintaining the social orders and ensuring the social smooth operations,it has the responsibilities to deal with the scenes of mass incidents according to law.Public security organs should fully understand the characteristics of current mass incidents scenes,and comprehensively grasp the handling principles and difficulties of mass incidents scenes,under the unified leadership of the Party committee,according to certain procedures,adopt corresponding countermeasures,so as to resolve contradictions and conflicts at the scenes of mass incidents in a timely and effective manner.
