摘要
基于传统增长理论和外部不经济理论,以2010-2017年中国30个省(市、区)的面板数据为研究样本,通过建立空间杜宾模型(SDM),检验异质性环境规制是否促进经济高质量发展,同时探讨绿色创新在环境规制与经济高质量发展之间的中介作用。研究发现,整体上经济高质量发展存在显著的空间集聚效应,除公众参与型环境规制的溢出效应外,不同类型的环境规制对经济高质量发展均存在显著的正向直接效应和外向溢出性,其溢出效应更为显著,且3种类型环境规制都能通过提高绿色创新实现经济高质量发展;与公众参与型环境规制相比,命令控制型和市场激励型环境规制对提高绿色创新、促进经济高质量发展的影响更明显。研究结果可为制定合理环境规制政策和推动经济高质量发展提供理论借鉴。
Based on traditional growth theory and external diseconomy theory,this paper uses panel data from 30 provinces(municipalities,autonomous regions)in China from 2010 to 2017 as research samples to verify whether heterogeneous environmental regulations promote high-quality economic development,and also discuss the mediating effect of green innovation on heterogeneous environmental regulations and high-quality economic development via establishing the spatial Dubin model.The empirical results show that there is a significant spatial agglomeration effect in high-quality economic development on the whole.In addition to the spillover effects of public participation environment,different types of environmental regulations have significant positive direct effects and outward spillover effect on high-quality economic development,and the spillover effect is more significant.The three types of environmental regulations can achieve high-quality economic development by improving the performance of green innovation.Compared with public participation environmental regulations,command-and-control and market-incentive environmental regulations have a more obvious impact on improving green innovation and accelerating high-quality economic development.The research findings provide theoretical reference for formulating reasonable environmental regulatory policies and propelling high-quality economic development.
