摘要
环境影响评价作为海洋油气开发的必要前置条件之一,环评文件的顺利获批对项目正常施工和投产的环保工作具有重要指导意义。但受多种因素影响,海洋油气开发工程随着工程方案的设计研究深入,其工程方案会发生一定的变动,其环境影响也会发生相应变化。探讨如何从环境保护角度出发减少对周围环境的影响,即在环境影响方案比选的基础上对方案进行优化调整,原环境影响评价文件及其批复文件适用于变动后的海洋油气开发工程建设和运行,使其变动不属于重大变动,从而保证海洋油气开发工程的顺利实施。
Environmental impact assessment is one of the necessary preconditions for offshore oil and gas development.The successful approval of EIA documents has important guiding significance for the normal construction and operation of the project.However,affected by many factors,the engineering scheme of offshore oil and gas development project will change with the in-depth study of the engineering scheme,and its environmental impact will also change accordingly.This paper mainly discusses how to reduce the impact on the surrounding environment from the perspective of environmental protection,that is,optimize and adjust the scheme based on the comparison and selection of environmental impact schemes.The original environmental impact assessment document and its reply document are applicable to the construction and operation of the changed offshore oil and gas development project,so that the change is not a significant change,so as to ensure the smooth implementation of offshore oil and gas development project.
