摘要
国家重大基础设施和重大科学设施的高精度测量关系到国家的经济建设、国防建设和人民生命安全,因此为了保证工程建设成果的协调性、统一性、安全性和可靠性,提高成果质量和服务质量,必须制定相应的标准规范,对从工程设计、施工、运行到维护的全过程高精度测量技术要求进行强制约束,才能有效保证各领域内精密工程测量成果的质量和水平。对与精密工程测量相关的29个政策法规进行了汇总和梳理,从行业领域、约束对象、关键词等角度分析了相关条文,归纳了标准化对象,提出了标准化建议,以期为强制性国家标准《精密工程测量通用规范》的编制提供参考和借鉴。
Precise engineering survey is widely used in various fields, especially in major infrastructure projects and major scientific facilities where high precise measurement is related to national economic construction, national defense construction and security of lives and property of the people. To ensure coordination, unity, security and reliability of engineering construction achievements and improve result and service quality, we must develop the corresponding standard specification, to ensure the quality and level of precise engineering survey results in various fields by enforcing constraints on the technical requirements of high precise measurement in the whole process of engineering design, construction, operation and maintenance.Through summarizing and sorting out 29 policies and regulations related to precise engineering survey, we analyzed relevant provisions from the perspectives of field, constraint object, key words, etc. The standardization objects were summarized and standardization suggestions were given, which provides reference for the research of the mandatory national standard General Specifications for Precise Engineering Survey.
