摘要
目的分析当前农村环境卫生治理存在的问题及其影响因素,探索优化策略和措施。方法在2020年选取广东省湛江市后坛村进行深入的个案研究,运用定性研究的方法,通过使用半结构访谈法、观察法和历史文献研究法对资料进行收集整理,运用社会变迁理论对后坛村环境卫生治理的历史和现状进行的理论分析。结果运用社会变迁的视角从政策和文化的角度分析造成的原因,阐明这些因素最后是如何影响百姓环境卫生意识,最后为当前的新农村建设提出科学合理的建议。结论国家的政策始终是农村环境卫生治理的风向标,是引导地方进行治理的主体,而农民内在的环境卫生观念的改变又会反过来影响治理的效果,必须从内外方面入手,加强多元治理主体的责任归位,共同参与建设美丽生态宜居乡村。
Objective To analyze the existing problems and influencing factors of the current rural environmental sanitation governance,and to explore optimization strategies and measures.Methods In 2020,we performed an in-depth case study of Houtan Village in Zhanjiang City of Guangdong Province,collected and sorted data using qualitative research methods including semi-structured interviews,observation and historical literature research,and then applied social change theory to the analysis of the history and status quo of environmental sanitation management in Houtan Village.Results We used the theory of social change to analyze the causes from the perspective of policy and culture,clarified how these factors ultimately influence the villagers’awareness of environmental hygiene,and finally put forward suggestions for the current new countryside construction.Conclusions National policies have always been the bellwether for rural environmental sanitation governance and the main body guiding local governance.On the other hand,changes in farmers’concepts of environmental sanitation will in turn affect the results of governance.We must start from both internal and external aspects to strengthen the responsibilities of diversified governance entities for their joint participation in the construction of beautiful,ecological and livable villages.
