摘要
马克思恩格斯运用辩证唯物主义和历史唯物主义论证了城乡关系从“同一”、“对立”走向“融合”的发展规律,揭示了城乡要素流动、二元结构消失、城乡持续融合,最终实现人的全面发展的历史趋势。面对国内外复杂变局,国家作出“完善新型城镇化战略、提升城镇化发展质量”的战略部署,其发展思想充分体现了对马克思城乡发展理论的继承与创新。文章在阐释马克思城乡发展理论与新型城镇化思想内涵的基础上,深入分析两者在经济、社会、环境和城乡发展等四个维度的内在关联,认为新时期促进新型城镇化的高质量发展需应重点推进“两型”城镇化建设、发展新型循环经济;提高城乡公共服务水平;不断丰富发展马克思城乡发展理论与新型城镇化的思想内涵,适时调整优化新型城镇化发展政策。
Marx and Engels used dialectical materialism and historical materialism to demonstrate the development law of urban-rural relationship from"identity"and"opposition"to"integration",revealing the historical trend of urban-rural element flow,the disappearance of dual structure,the continuous integration of urban and rural areas,and finally realizing the comprehensive development of human beings.In the face of complex changes at home and abroad,China has made the strategic deployment of"improving the new urbanization strategy and improving the quality of urbanization development",whose development thought fully reflects the inheritance and innovation of Marx's theory of urban and rural development.On the basis of explaining the connotation of Marx's theory of urban and rural development and the thought of new urbanization,this paper deeply analyzes the internal relationship between them in four dimensions:economy,society,environment and urban and rural development,and argues that in order to promote the high-quality development of new urbanization in the new period,we should focus on promoting the construction of"two-oriented"urbanization and developing the new circular economy,improve the level of urban and rural public services,enrich and develop Marx's theory of urban and rural development and the ideological connotation of new urbanization,timely adjust and optimize the development policy of new urbanization.
