摘要
民主改革是西藏历史发展进程中的一个具有深远革命意义的标志性事件,不仅推动中国人权事业取得整体性突破,而且为国家整体实现现代化、建设社会主义现代化新西藏奠定了坚实根基。民主改革63年来,党带领西藏人民继承发扬民主改革精神,矢志不渝、接续奋斗,大步走向现代文明,不断推动治理体系与治理能力现代化,使各族群众的自由个性得到极大解放,创造了西藏历史上跨越千年的发展奇迹。深入研究民主改革的基本精神和主要内涵,对其价值起点、价值理念、价值手段、价值保障、价值效用等进行全面透析和精准把握,有助于我们在新时代有效实现西藏现代化、促进长治久安和高质量发展。
The Democratic Reform is a landmark event with far-reaching revolutionary significance in the historical development process of Tibet.It not only promotes the overall breakthrough of China's human rights cause,but also lays a solid foundation for the overall realization of national modernization and the construction of socialist modern new Tibet.Over the past 63 years of Democratic Reform,the Party has led the Tibetan people in carrying forward the spirit of Democratic Reform,unswervingly striving to stride toward modern civilization,constantly modernizing the system and capacity for governance,greatly liberating the free personality of the people of all ethnic groups,and creating a miracle of development spanning a thousand years in the history of Tibet.A thorough study of the basic spirit and main connotation of Democratic Reform and a thorough understanding and accurate understanding of its value starting point,value concept,value means,value guarantee and value effectiveness will help us effectively realize Tibet's modernization and promote long-term stability and high-quality development in the new era.
