摘要
为有效应对和管理海洋油气管道泄漏事故,从管道失效预警与预防以及泄漏事故应急处置的综合视角出发,构建了“风险-应急”一体化概念的海洋油气管道泄漏事故应急管理体系框架,包括风险评估与管理、重大泄漏事故预警、应急处置预案、应急中断恢复以及应急演练等,并采用闭环模式运行。从风险评估与管理、预警与预防以及应急预案方面阐述海洋油气管道泄漏风险防控与预警机制,建立海洋管道泄漏事故应急响应程序,掌握不同管道泄漏衍生场景的应急实施原则;在此基础上,设计海洋油气管道泄漏事故应急信息化支持系统的重要功能模块内容,为海洋油气管道泄漏典型事故场景的应急处置与管理提供支持。
In order to effectively cope with and manage offshore oil and gas pipeline leakage acci-dents,the framework of offshore oil and gas pipeline leakage emergency management system with the integrated concept of"risk-emergency"is constructed from the comprehensive perspective of pipeline failure warning and prevention as well as emergency response of leakage accidents.It includes risk assess-ment and management,early warning of major leakage accidents,emergency response plans,emer-gency interruption recovery,emergency drills,etc,and adopts a closed-loop operation mode.The offshore oil and gas pipeline leakage risk prevention,control and early warning mechanism is elaborated from the aspects of risk assessment and management,prevention and early warning,and emergency plans.The emergency implementation principles for different pipeline leak-derived scenarios are ex-plained through the establishment of emergency response procedures for marine pipeline leak accidents.On this basis,the important functional modules of the emergency information support system for ma-rine oil and gas pipeline leakage accidents are designed,which can provide support for the emergency handling and management of typical marine oil and gas pipeline leak accident scenarios.
