摘要
共同富裕是社会主义的本质要求。中华人民共和国成立以来,中国共产党关于共同富裕实现路径的探索经历了曲折的历程:从改革开放前追求“同步富裕”,到改革开放初期实行“效率优先,让一部分人先富起来”的政策,再到党的十八大以后“重新审视效率与公平的关系,在高质量发展中构建‘橄榄型’收入分配格局”。构建“橄榄型”收入分配格局的核心要义是扩大中等收入群体。新发展阶段扩大中等收入群体需要采取“一揽子”有针对性的政策措施:一是要促进经济的稳定增长;二是要坚持就业优先政策;三是扩大居民财产性收入;四是加大再分配调节力度;五是针对重点目标人群实施“精准扩中”政策。
Common prosperity is the essential requirement of socialism.Since the founding of the People's Republic of China,the Communist Party of China(CPC)'s exploration of the way to achieve common prosperity has gone through a tortuous course:from pursuing"simultaneous prosperity"before the reform and opening up,to implementing the policy of"giving priority to efficiency and letting some people get rich first"at the early stage of the reform and opening up,and then to"re-examining the relationship between efficiency and fairness,and building an'olive-shaped'pattern of income distribution in high-quality development"after the 18th CPC National Congress in 2012.The core essence of constructing"olive-shaped"income distribution pattern is to expand the size of middle-income group.In the new stage of development,it is necessary to adopt a package of targeted policies and measures to expand the size of middle-income group:the first is to promote stable economic growth;Second,we must adhere to the employment priority policy;The third is to expand residents'property income;Fourth,we should increase redistribution adjustment;The fifth is to implement the policy of"targeted expansion of the middle-income group"for the key target groups.
