摘要
新型城镇化背景下,探讨城市化方式及其对区域经济的影响具有重大的理论和现实意义。文章使用撤县设区数据,利用psm-did的政策评估方法,分析政府推动型城市化的经济增长效应,并选择县或区的GDP占比作为不同经济发展水平的分类标准,进一步研究撤县设区对不同地区GDP增长的影响。在理论分析和实证检验的基础上,得到以下几个结论:(1)撤县设区促进了地级市的经济增长,这个结论经过一系列的稳健性检验后依然成立;(2)使用被撤县和原市区数据进行分析发现,撤县设区政策对经济发展水平较差地区更加有利,能显著提高落后地区的经济增长水平,对原市区的经济增长也产生了正向作用;(3)机制分析发现,撤县设区形成的城市化效应对区域内的全要素生产率没有明显的影响。但城市规模的扩大会形成规模效应,从而提高城市内部的市场化水平。在以上分析的基础上,文章提出城市化进程应该坚持《新型城镇化发展纲要》的指导方针,在推动城市规模扩大的同时提高城市公共服务水平和区域经济发展效率。
Under the background of new urbanization,it is of great theoretical and practical significance to discuss the urbanization mode and its impact on regional economy.In this paper,the economic growth effect of government-driven urbanization is analyzed by using PSM-DID policy evaluation method,and the GDP proportion of counties or districts is selected as the classification standard of different economic development levels,so that we can study the influence of counties and districts on GDP growth of different regions.On the basis of theoretical analysis and empirical tests,the following conclusions are drawn:(1)the economic growth of prefecture-level cities is promoted by the withdrawal of counties and the establishment of districts,which is still valid after a series of robustness tests;(2)Based on the data of the counties and original urban areas,it is found that the policy is more beneficial to the areas with poor economic development level,can significantly improve the economic growth level of the backward areas,and has a positive effect on the economic growth of the original urban areas;(3)The mechanism analysis shows that the urbanization effect caused by the withdrawal of counties has no obvious influence on the total factor productivity in the region.However,the expansion of city scale will form scale effect,thus improving the level of marketization inside the city.The paper puts forward that the urbanization process should adhere to the guidelines of“New Urbanization Development Outline”,improving the level of urban public service and regional economic development efficiency while promoting the expansion of urban scale.
