摘要
农业保险具有保险稳定器的功能,可以防止农户因灾致贫返贫、稳定农业生产、助力农民生活富足,因而积极探索农业保险助力乡村振兴问题具有重要的理论研究价值和现实意义。近年来,虽然辽宁农业保险保障水平在逐年提升,多层次的农业保险产品体系也逐步形成,但要充分发挥其对乡村振兴的助力和推动作用,还需要从落实国家农业保险新政、加快发展新兴农业保险险种、以科技力量辅助农业保险经营与管理、建立强有力的农业保险监管体系几个方面加以改善。
Under the background that the 19th CPC National Congress made the important decision to implement the rural revitalization strategy,and Liaoning Provincial Party Committee and provincial government issued Liaoning Rural Revitalization Strategic Plan(2018—2022),this paper systematically combs the thoughts of Liaoning Rural Revitalization Strategy,discusses in detail the mechanism of agricultural insurance boosting rural revitalization,makes an analysis of the present situation of Liaoning agricultural insurance development,and finally,from four aspects,including the implementation of the new policy on national agricultural insurance,accelerating the development of new agricultural insurance types,application of science and technology to operate and manage agricultural insurance,as well as the establishment of a strong agricultural insurance supervision system,puts forward the corresponding countermeasures and suggestions to boost rural revitalization.
