摘要
分析了中国科协在参与枢纽型技术交易市场的活动中具有的优势、劣势、机遇,提出了5个方面的建议:一是做好枢纽型技术交易市场的顶层设计和配套基础建设,加快开展技术市场规范及相关法律政策研究。二是搭建技术转化平台,参与支持政策设计,开展技术定价研究,引进专业金融资本,促进技术交易市场各主体协同发展。三是发挥中国科协的高端智库资源优势,进一步提高政策咨询、科技发展预测等公共科技服务产品质量。四是培养专业的国际化技术转移人才队伍,搭建相关人才评定考核体系。五是依托“一带一路”建设,扩大中国科协国际影响力。
In the“Opinions on the development of technology market”issued by the ministry of science and technology in 2018,the construction of a hub technology trading market was clearly identified as the overall direction of China's technology market development.As an important participant in the technology trading activities,China Association for Science and Technology plays an important role in building a pivotal technology market.Based on the SWOT method,this paper analyzes the advantages,the disadvantages,the opportunities and the challenges of China Association for Science and Technology in participating in the activities of the hub technology trading market,and further five aspects put forward concrete Suggestions.First,to complete the top of the hub type technology trading market design and supporting infrastructure,accelerate the technical market rules and relevant legal policy research.Second,to build a platform for technology transformation,participate in the design of supporting policies,carry out research on technology pricing,introduce professional financial capital,and promote the coordinated development of various entities in the technology trading market.Third,to stimulate the resource advantages of the high-end think tank of the China Association for Science and Technology,and further improve the quality of public science and technology services such as policy consultation and forecast of science and technology development.Fourth,to cultivate professional international technology transfer personnel team and establish relevant personnel assessment system.Fifth,expand the international influence of the association by grasping the opportunity of the Belt and Road Initiative.
