摘要
探讨在DIP付费下,运用纵横谋划,采取“横延到边”即多部门形成合力,实施耗材专项管理办法,开展横向无死角联动管控,与“纵探到底”即以成本核算与绩效管理为工具抓手从院级、科室/病区级、专病级到医师组/医师级的纵向延伸通透测算和动态调整相结合的耗材费用精益管控研究。以期从耗材管控为切入点,助力契合医保资金可承受、医院发展可持续、耗材费用精管控以及医疗患者得实惠的医改政策导向。
To explore the use of vertical and horizontal planning under Big Data Diagnosis-Intervention Packet(DIP),it conducts the study on lean control of consumables cost by combining "horizontal extension to the edge"(multi-departmental cooperation and implementation of a special management approach for consumables),and "vertical exploration to the bottom"(the vertical extension of thorough measurement and dynamic adjustment from hospital level),department/area level,specialty level to physician group/physician level by using cost accounting and performance management as tools.In order to take the control of consumables as the starting point,it helps to fit the health care reform policy of affordable health insurance funds,sustainable hospital development,precise control of consumables costs and benefits for medical patients.
