摘要
俄罗斯家庭结构在政治巨变、经济寒冬、观念重构三重作用下,陷入一场恶性循环。通过家庭政策调节人口,最终打破恶性循环一直是俄罗斯政府政策设计的初衷。从人口学、社会保障视角出发,对俄罗斯家庭政策的发展进行梳理,可得出家庭政策发展过程中每个阶段的成果都与其所处时代的政治、经济和社会环境等条件相适应,更应伴随经济形势的变化做出相应变革的启示。同时,俄罗斯的家庭政策中重公平与基本保障,国家承担主要责任,对特殊群体进行倾斜和不同层次全方位保障等经验也值得借鉴。
The structure of Russian family is undergoing a vicious cycle under the impact of political upheaval,economic downward and reconstruction of concepts. Through family policy to regulate population and finally break this vicious cycle has always been the original intention of Russian government in policy making. The article starts from the perspectives of demography and social security to analyze the development of Russian family policy, finding that each outcome of family policy development should be in accordance with the politics, economy and social environment. It should also reform in time with the economic situation. Meanwhile, the experiences like Russian family policy focus on both fairness and basic security, the all-round and multi-level protection which means government taking main responsibilities and being preferential to disadvantaged group should also be drawn on.
