摘要
全面建成小康社会以后,少数民族地区脱贫不稳定户、边缘易致贫户仍不在少数,防返贫将是今后相当长时期内少数民族地区需要着力解决的课题,而提高农户可持续生计能力是防返贫的关键。文章研究的主要内容和成果:一是定义可持续生计能力并构建可持续生计能力分析框架。二是运用S曲线解释可持续生计能力与防返贫的逻辑关系。三是从宏观统计数据视角和农户感知视角分析少数民族地区农户生计能力的现状,发现产业发展、内生动力、生计胜任能力等方面均存在短板。四是根据福格行为模型设计提升可持续生计能力的总体框架并提出具体策略。研究成果对少数民族地区防返贫具有较高的理论与应用价值。
After the realization of a well-off society in an all-round way, there are still many unstable households and marginal households prone to poverty in ethnic minority areas.Preventing returning to poverty will be an issue that needs to be solved in ethnic minority areas for a long time, and improving farmers’ sustainable livelihood ability is the key to prevent returning to poverty.The main contents and achievements of this paper are as follows: Firstly, the sustainable livelihood ability is defined and the analysis framework of sustainable livelihood capacity is constructed.Secondly, the S-curve is used to explain the logical relationship between sustainable livelihood ability and preventing returning to poverty.Thirdly, from the perspective of macro-statistical data and farmers’ perception, this paper analyzes the current situation of farmers’ livelihood ability in ethnic minority areas.Fourthly, according to the Fogg behavior model, the overall framework for improving sustainable livelihood ability is designed and specific strategies are also proposed.The research results of this subject have high theoretical and practical value for preventing poverty in ethnic minority areas.
