摘要
配电网络接线的日益复杂化与分布式电源的大规模并网,使得配电网安全稳定性约束受到新的挑战。然而,现有的电力系统的安全运行防护体系主要围绕高压主网部署与构建,缺少对配电网安全稳定问题的关注。为此,本文提出了面向配电网的“三道防线”安全运行防护体系,首先分析了配电网的安全运行新特征,以此提出配电网“三道防线”的具体需求。进一步地,结合信息共享的优势,形成网络化的配电网“三道防线”实现方法。通过终端层、子站层与主站层的部署,给出“三道防线”的物理配置与网络化“三道防线”的功能实现与关联协调方法,形成新形势下配电网安全运行防护新体系。本文所提的配电网“三道防线”体系及其网络化保护控制解决方案将为配电网的安全运行提供重要保障。
With the increasing complexity of distribution network wiring and the high penetration of distributed generations, the security problem of distribution network appears. However, the existing security defense system of power system mainly focuses on the deployment and construction of high-voltage main network, and lacks the attention to the security and stability of distribution network. Therefore, this paper proposes a “three lines of defense” security defense system for distribution network. Firstly, it analyzes the new characteristics of the security operation of distribution network, and puts forward the specific requirements of the “three lines of defense” of distribution network. Furthermore, combined with the advantages of information sharing, the realization method of “three lines of defense” of network distribution network is formed. Through the deployment of terminal layer, substation layer and main station layer, the physical configuration of “three lines of defense” and the function realization and correlation coordination method of communication-based “three lines of defense” are given, forming a new security defense system for distribution network under the new situation. The “three lines of defense” system and its communication-based protection and control solution proposed in this paper will provide an important guarantee for the safe operation of the distribution network.
