摘要
赵口灌区曾为当地的农业和农村经济发展做出巨大贡献,但是随着时代的发展,灌区的生存和发展面临着巨大的挑战。灌区管理体制的诸多弊端逐渐浮出水面。灌区效益应该遵循人与自然和谐、绿色发展的理念,利用先进技术与设备建设排灌工程,采用现代化制度与先进手段增强管理能力,具有“设施完备、管理科学、用水高效、生态良好”特征,适应国民社会经济发展,达到水资源高效利用和可持续发展的灌区。灌区建设或改造完成后,应实现水生态、水安全、水经济、水景观和水文化相协调。从建立健全管理体系的角度,分析了赵口灌区所面临的各种问题和造成这些问题的主要原因,并提出相应的对策和建议。
Zhaokou Irrigation Area has made great contributions to the development of local agriculture and rural economic. However,with the development of the times, the survival and development of irrigation areas are facing great challenges. Many disadvantages of irrigation area management system have risen to surface gradually. The benefit of irrigation area should follow the concept of harmonious and green development between man and nature. It is necessary to use advanced technology and equipment to build drainage and irrigation projects, adopt modern systems and advanced means to enhance management capacity. The irrigated area should have the characteristics of complete facilities, scientific management, efficient water use and good ecology. It should adapt to the national social and economic development, and achieve the irrigation area of efficient utilization and sustainable development of water resources. After the construction or reconstruction of the irrigation area is completed, the coordination of water ecology, water security,water economy, water landscape and water culture should be realized. From the perspective of establishing and perfecting the management system, the various problems faced by Zhaokou Irrigation Area and the main causes of these problems are analyzed in this paper. The corresponding countermeasures and suggestions are puts forward.
