摘要
在经济社会迈进数字化时代的大背景下,与信息技术密切相关的数字金融模式兴起,我国的金融与数字技术深度融合已经成为趋势。本文以我国数字金融实践为基础,界定了数字金融的概念内涵,重点梳理总结了数字金融在我国发展的特征,提出我国数字金融发展的三大内生动力——传统金融供给的短缺、数据积累和技术进步以及国家政策的大力支持。针对我国数字金融发展过程中出现的伦理意识淡薄、数字化水平较低、征信体系不健全、数据安全问题突出、数字鸿沟问题严重、监管机制尚不健全等问题,提出要重视数字金融伦理问题、加快数字基础设施建设、加强数据积累和技术应用、健全社会数字信用体系、保障信息安全和开展消费者权益保护、设计有效的监管框架等一系列促进数字金融有序健康发展的政策建议。
Under the background of marching into the digital era,the deep integration of finance and digital technology has become an important trend,with the rise of digital finance.Based on the practice of digital finance in China,this paper defines the concept of digital finance,focuses on summarizing the characteristics and facts of the development of digital finance in China,and puts forward three endogenous driving forces for the development of digital finance in China——the shortage of traditional financial supply,data accumulation and technological progress,and the strong support of policies.Some problems in the development of digital finance can not be ignored,such as weak ethical awareness,low digital level,imperfect credit information system,problems of data security and digital divide,imperfect supervision mechanism and so on,which hinder the further deepening of digital finance.Finally,the paper puts forward a series of policy suggestions to promote the orderly development of digital finance,such as paying attention to the ethical issues of digital finance,accelerating the construction of digital infrastructure,strengthening data accumulation and technology application,improving the social digital credit system,ensuring information security and protecting consumers’rights and interests,and designing an effective regulatory framework.
