摘要
利用美元的全球中心货币地位对他国实施制裁,是美国“长臂管辖”的主要手段。数字人民币具有精准调节货币政策、维持币值长期稳定、降低系统性金融风险等重要金融通道作用。有效发挥数字人民币正向作用,稳慎推进数字人民币参与境外跨境支付金融体系建设,是我国反制美国“长臂管辖”向我国经济领域延伸的有效手段,但需强化法律配套支持,有效规避因监管边界扩大、国际支付体系重构、信用货币创造等引致的风险。从而强化金融科技的合规管控能力,抢占数字空间铸币权,增强反制“长臂管辖”的能力。
The use of the U.S.dollar as the central global currency to impose sanctions on other countries is the main means of the U.S.“long arm jurisdiction”.China’s digital yuan is an important financial channel to precisely regulate monetary policy,maintain long-term currency stability and reduce systemic financial risks.It is an effective means to counteract the extension of the US“long arm jurisdiction”into our economy,but it is necessary to strengthen legal support and effectively avoid risks arising from the expansion of regulatory bor⁃ders,the restructuring of the international payment system and the creation of credit currencies.The risks aris⁃ing from the expansion of regulatory borders,the restructuring of the international payment system and the cre⁃ation of credit currencies.It is also necessary to strengthen the compliance control capability of fintech,seize the right to mint money in digital space and enhance the ability to counteract“long-arm jurisdiction”.
