摘要
随着第一代独生子女父母逐渐步入老年,独生子女父母养老成为公众普遍关心的社会问题。事实上,由于独生子女政策破坏了特定时空内自发形成的多子女家庭的互助共济性和风险共担性,独生子女父母会面临更大的老年风险,从而产生更多的风险保障需求。然而,现行的老年保障制度没有充分考虑这一因素,政府尚未出台针对独生子女父母的老年保障政策。专门针对独生子女父母的现行奖励和扶助政策定位有缺陷,且已经明显不合时宜,这就可能会造成对独生子女父母群体的老年保障不足。因此,政府应当承担起对独生子女父母的补偿责任,制定面向全体独生子女父母的老年保障政策,适度提高独生子女父母的基本养老金待遇、基本医疗保障待遇和长期照护保障待遇,或者适当减免缴费额度。此类政策可渐次出台,所需资源应由财政投入,其中一部分可以通过对现行独生子女父母奖励和扶助政策改造而来。
With the first generation of one-child parents gradually entering the old age stage,the maintenance of one-child parents has become a social issue of general concern to the public.In fact,since the one-child policy destroys the mutual aid and risk sharing of multi-child families spontaneously formed in a specific time and space,so one-child parents are at greater risk of old age and generate more social protection needs.However,the current old-age security system does not fully take this factor into account,and the government has not yet issued an old-age security policy for one-child parents.The current incentive and support policies for only-child parents are flawed and obviously out of date,which may result in insufficient old-age security for one-child parents.Therefore,the government should assume the responsibility of compensating the one-child parents,formulate an old-age security policy for one-child parents,moderately increase the basic pension benefits for one-child parents,basic medical security benefits and long-term care security benefits,in the relevant social insurance projects,it is determined that it is regarded as the payment period,or the payment amount is appropriately reduced or exempted.Such policies can be introduced gradually,and the required resources should be financed,part of which can be transformed from the current policies of incentives and support for one-child parents.
