摘要
中尼两国传统友好、互相依存,“一带一路”建设稳步推进以及相似的边境安全威胁使得构建中尼边境安全共同体成为可能。边境自然环境恶劣、跨境犯罪频发、尼泊尔治理能力偏弱、政局更迭频繁、美西方国家和印度的干扰给中尼边境安全治理带来挑战,威胁边境安全稳定。中尼边境安全共同体的构建需要通过共同参与、多元协同治理的方式实现,构建边境安全共同体是边境协同治理的最终目的。首先,通过建立边境多元协同治理体系,保障我国边境的安全。其次,重视尼泊尔的战略价值,加强与尼泊尔的协同合作,确保中尼边境的共同安全。最后,统筹边境安全与发展,以发展促安全,实现中尼边境的长治久安。
The establishment of a border security community has been made possible by China-Nepal traditional friendship,interdependence,similar border security threats and steady progress in the BRI cooperation.The terrible natural environment,frequent cross-border crimes,the weak governance capacity and frequent political changes of Nepal,the interference of the United States,western countries and India bring challenges to ChinaNepal border security governance and threatens the border security and stability.The establishment ofChina-Nepal border security community needs to be achieved through common participation and diversified collaborative governance,and the community establishment is the ultimate goal of border collaborative governance.In order to attain this goal,it is necessary firstly to ensure the security of China’s border through the establishment of multiple border collaborative governance system,secondly to attach importance to the strategic value of Nepal and strengthen the coordination and cooperation with Nepal to ensure China-Nepal border security,finally to coordinate border security and development and to promote security through development so as to maintain long-term security and stability of China-Nepal border.
