摘要
营造党内健康政治生活,厚植先进政党文化不容忽视。政党文化是政党的魂灵,是党员的精神家园。先进的政党文化在塑造政党及其成员行为等方面承载着“以文化成”等重要功能,能够为营造党内健康政治生活提供强大的精神动力和价值支撑。借助政党文化的功能解决党内政治生活中存在的问题,是推进党内政治生活健康发展的一条重要路径。当前党内政治生活中存在的突出问题,如决策独断专行、制度执行不力以及同志关系扭曲等,与不良政治文化的侵蚀有直接关系。特别是官僚主义、人治思想和“圈子文化”这三种不良政治文化对党内政治生活健康发展破坏甚大。抵制官僚主义、人治思想和“圈子文化”,营造健康的党内政治生活,培育党内民主精神、法治理念和平等观念是中国共产党政党文化建设的关键抉择。
It is important to cultivate advanced party culture in order to create a healthy inner-party political life.Party culture is the soul of party and the spiritual home of the party members.An advanced party culture embodies important functions such as“education of the people through the creation of spiritual civilization”in shaping the behavior of political parties and their members,and can provide strong spiritual impetus and value support for building a healthy inner-party political life.It is an important path to promote the healthy development of inner-party political life through solving the problems in inner-party political life by means of the function of party culture.The prominent problems existing in the current innerparty political life of the CPC,such as arbitrary decision-making,weak system implementation,and the distortion of comrade relations,are directly related to the erosion of bad political culture.In particular,the three bad political cultures of the bureaucracy,the thought of ruling by man,and the“circle culture”have greatly damaged the healthy development of the inner-party political life of the CPC.Resisting the bureaucracy,the thought of ruling by man and the“circle culture”,creating a healthy inner-party political life,and cultivating the spirit of democracy,the rule of law and the idea of equality within the Party are the key choices for the construction of the party culture of the CPC.
