摘要
我国台湾地区医疗卫生体系尤其是健保制度在国际上享有盛誉,台湾地区卫生健康各项指标居于世界前列水平。近年来健保发挥“单一大买家”作用联动“三医”,牵引台湾地区医药卫生体制改革,推行多项政策措施促进分级诊疗、医疗资源扩容与均衡布局、医疗服务价格和支付方式改革等重要领域、重点环节深化改革,取得了明显成效。另一方面,因老龄化、慢病多发、医疗服务费用快速增长等共性问题,台湾地区医药卫生体制改革也面临诸多挑战与困境。以上均对大陆医药卫生体制改革具有借鉴意义。
Taiwan’s medical and health system,especially the health insurance system,enjoys a high reputation in the world,and Taiwan’s health indicators are in the forefront of the world.In recent years,the medical insurance system plays the role of“single big buyer”,leading the medical and health system reform in Taiwan.Taiwan’s national Health Insurance Authority has implemented a number of policies and measures to deepen reform in important areas and key links,such as hierarchical medical system,expansion and balanced distribution of medical resources,and reform of medical service prices and payment methods,and achieved remarkable results.On the other hand,Taiwan’s medical and health system reform is also facing many challenges and dilemmas due to common problems such as aging,chronic diseases and rapid growth of medical service costs.All the above are of reference significance to the medical and health system reform in Mainland of China.
