摘要
目前,PPP模式作为政府与社会力量合作供给公共服务的一种新模式,在新建基础设施投资领域广泛应用。随着PPP项目激烈的投标竞争,业主为了利益最大化,需要与承包商进行密切合作,然而业主与承包商之间的信息不对称、可转换成本不平衡等问题会引发利益冲突。为了提高承包商积极性、缩短工期、提高双方的收益,建立完善的激励机制十分重要。文章通过总结国内外关于激励优化理论和博弈理论的研究成果,构建激励优化博弈模型,并分析工程项目实施过程中业主与承包商之间的博弈行为及解释该行为的发生,从而弱化业主与承包商之间的利益冲突,实现双赢,保证工程项目的顺利实施。
At present, PPP mode, as a new mode of cooperation between the government and social forces to provide public services,is widely used in the field of new infrastructure investment. With the fierce bidding competition of PPP project, the owner needs to cooperate closely with the contractor in order to maximize the interests. However, the the problems such as information asymmetry and imbalance of convertible cost between the owner and contractor will lead to conflicts of interest. In order to improve the contractor’s enthusiasm, shorten the construction period and improve the income of both parties, it is very important to establish a perfect incentive mechanism. By summarizing the research results of incentive optimization theory and game theory at home and abroad, this paper constructs the incentive optimization game model, analyzes the game behavior between the owner and the contractor in the process of project implementation and explains the occurrence of this behavior, so as to weaken the interest conflict between the owner and the contractor, achieve a win-win situation and ensure the smooth implementation of the project.
