普及化背景下民族高等教育概念外延扩大之审思

The Examination about the Extension of the Concept of Ethnic Higher Education under the Background of Universal Higher Education in China

摘要 民族高等教育概念的界定是民族高等教育理论的基本范畴和逻辑起点。传统理论认为,我国少数民族高等教育包括独立设置的民族院校、民族地区的普通高校及民族班、预科班等三个方面,简称“两校一班”。在我国高等教育发展迈入普及化的当下,既有的民族高等教育概念,无论是其内涵还是外延,均已无法很好地反映社会现实,服务民族教育实践。因此,亟须重新审视民族高等教育的范畴。民族高等教育概念的外延需要在传统的“两校一班”范畴上补充第四部分,即少数民族大学生进入内地普通高校接受高等教育。民族高等教育概念外延的扩大有其必要性和紧迫性,这不仅是理论发展的必然要求,也是实践发展的迫切需求,更是高等教育内涵式发展的应有之义,有助于高校铸牢中华民族共同体意识。民族高等教育的概念外延扩大之后,将对民族高等教育研究产生重要影响,有助于丰富和创新民族高等教育的理论研究、实证研究、政策研究、文化研究、专题研究、跨学科研究等。 The definition of the concept of ethnic higher education is the basic category and logical starting point of ethnic higher education theory. According to the traditional theory, the higher education of ethnic groups in China includes three aspects: independent ethnic colleges, general colleges and universities in ethnic areas, ethnic classes and preparatory classes, i.e.“two colleges and one class”. As development of higher education in China has entered into universal education stages, some existed concept of ethnic higher education, no matter its connotation or extension, cannot respond to the social reality well or serve the practice of ethnic education. It is urgent to rethink the category of ethnic higher education. The extension of the concept of ethnic higher education needs to be expanded. The fourth category should be added to the traditional category of “two colleges and one class”, that is, ethnic college students enter general colleges and universities in Chinese mainland to receive higher education. The expansion of the extension of the concept of ethnic higher education has its necessity and urgency, which is the inevitable requirement of theoretical development, the urgent demand of practical development, the due meaning of the connotation development of higher education, it help colleges and universities to forge the sense of Chinese national community. After the extension of the concept of ethnic higher education expands, it will have an important impact on the research of ethnic higher education. It will benefit the enrichement and innovation of ethnic high level education research in six aspects which include theoretical research, empirical research, policy research, cultural research, thematic research and interdisciplinary research.
