摘要
通过构建新型城镇化与土地集约利用评价指标体系,运用熵值法和耦合协调度模型,对安徽巢湖新型城镇化与土地集约利用的耦合协调关系进行了定量测度及分析。研究结果表明:1)2004—2018年,巢湖新型城镇化指数与土地集约利用指数总体上呈现递增趋势,但新型城镇化发展水平整体要低于土地集约利用水平;2)从耦合度上看,安徽巢湖新型城镇化与土地集约利用的耦合度为0.4~0.5,大多位于拮抗水平耦合阶段,巢湖新型城镇化与土地集约利用的耦合程度较低;3)从协调度上看,巢湖新型城镇化与土地集约利用的协调程度逐步提高,两者不断趋于协调,并呈现稳步向好趋势,但实现新型城镇化发展与土地集约利用优质协调的任务还很艰巨。因此,提出调整土地利用结构,提高土地利用效率;促进新型城镇化与土地集约利用均衡发展;积极破解城乡二元结构,保障农民长远生计;认真贯彻“环湖一公里”政策,树立环保价值观等政策建议。
By constructing the evaluation index system of new urbanization and intensive land use,using the entropy method and the coupling coordination degree model,the coupling coordination relationship between new urbanization and intensive land use in Chaohu,Anhui is quantitatively measured and analyzed.The research results show that:1)From 2004 to 2018,Chaohu's new urbanization index and land intensive use index showed an overall increasing trend,but the overall development level of new urbanization was lower than the level of land intensive use;2)From the perspective of coupling degree,the coupling degree between the new urbanization and intensive land use of Chaohu in Anhui is 0.4~0.5,most of which are in the stage of antagonistic horizontal coupling.The degree of coordination with the intensive use of land has gradually improved,and the two have been increasingly coordinated,showing a steady and positive trend,but the task of achieving high-quality coordination between the development of new urbanization and intensive land use is still very arduous.Therefore,it is proposed to adjust the structure of land use and improve the efficiency of land use;promote the balanced development of new urbanization and intensive land use;actively break the dual structure of urban and rural areas to ensure the long-term livelihood of farmers;conscientiously implement the“one kilometer around the lake”policy and establish environmental protection values,etc.policy suggestion.
