摘要
利用SBM-DEA和Malmquist指数模型对2004—2019年黄河流域环境基本公共服务绩效进行静态与动态结合分析。研究结果显示,黄河流域环境基本公共服务效率均值大于1,达到有效状态,但上游和中游有明显下降趋势,部分省(区)域存在“高投入,低效率”情况。Malmquist指数显示各省(区)全要素生产效率值均小于1,存在不同程度的管理水平降低、技术衰退等问题。应促进黄河流域各省(区)充分利用资源,合理配置各项要素比例,优化制度体系,提高管理水平,加强区域间交流与合作,逐步提高黄河流域环境基本公共服务绩效水平。
This paper used SBM-DEA and Malmquist index model to analyze the performance of environmental basic public services in the Yellow River Basin from 2004 to 2019.The results show that the efficiency value of environmental basic public services in the Yellow River Basin is greater than 1,reaching the effective state,but there is a significant downward trend in the upper and middle reaches of the Yellow River basin,and there is a situation of"high input,low efficiency"in some provinces.Malmquist index shows that the total factor production efficiency of all provinces is less than 1,and there are problems such as the reduction of management level and technological recession to varying degrees.Therefore,it is necessary to promote the provinces in the Yellow River basin to make full use of resources,rationally allocate the proportion of various factors,optimize the system,improve the management level,strengthen inter-regional exchange and cooperation,and gradually improve the performance level of environmental basic public services in the Yellow River Basin.
