摘要
高比例新能源接入情况下,系统高峰时刻可靠容量不足会影响系统运行的安全,因此在能源转型的过程中应充分挖掘新能源及需求响应等灵活性资源在高峰时刻提供可靠容量的能力。基于美国和英国容量市场的机制设计,分别综述了新能源及需求响应资源参与容量市场及可信容量的计算方法。并结合中国的市场发展,从稳步推进容量市场化机制建设、设计适应于高比例新能源接入的容量市场化机制、构建全国各地协同的容量支持机制对我国未来建设容量市场进行了探讨。
Insufficient unforced capacity of the system at peak periods with high proportion of renewable energy will affect the safety of system operation,so during the energy transformation,we should fully tap the ability of flexible resources such as renewable energy and demand response to provide unforced capacity at peak periods.Based on the mechanism designs of the US and the UK capacity markets,this paper reviews the renewable energy and demand response resources participating in the capacity markets and the calculation methods of unforced capacity.Finally,combined with the development of the Chinese market,an in-depth thinking about the construction of China’s capacity market has been carried out,including steadily advancing the construction of capacity market,designing the capacity market mechanism with high proportion of renewable energy,and constructing a coordinated capacity mechanism across the country.
