摘要
针对部队实兵演习作战能力评估模型机械单一、要素不全、评估虚实数据脱节,流程上不适应导演部演习组织筹划,内容上无法区分指挥程序、指挥质量、指挥时效、战斗作风等不同评估对象的问题,提出一种体系完整、要素齐全、指标科学的多维聚合评估模型,同步设计AHP+权重+归一化的作战能力计算方法,可自动化地将不同评估对象分层加权求和、回溯归一到演习导演部预设统一标准。以某基地组织的实兵演习作战能力评估为例,验证该方法的可用性与有效性。
At present,there exist some models to evaluate operational capabilities of troops in livefire exercises.These models are mechanical and single,the evaluation elements are incomplete.The evaluation false and true data are not coherent.It is not applicable in the organization plan for the exercises of director department in the process.It can not distinguish the status of such different evaluation objects as command procedure,command quality,command time-limit,combat style,etc.in the contents.As a result,a kind of multi-dimensional aggregated operational capability evaluation model is proposed with integrated system,complete elements,scientific indicators and reasonable parameters.The combat capability calculation method of AHP+weights+normalization is synchronously designed.It can automatically and hierarchically weight,sum and trace and normalize the different evaluation objects to the preset and normalized standard by the exercise director department.The combat capability evaluation of the live-fire exercises by a training base is taken as an example and its availability and effectiveness have been verified.
