摘要
正确认识、理解和运用碳达峰相关理论,才能保证各地区、行业或不同经济体按照党中央“碳达峰、碳中和”战略布局有序开展各项工作。在对照前期部分地区不当甚至错误做法的基础上,对碳达峰相关理论进行研究和分析,尤其是对碳达峰的概念、意义、作用等进行系统的分析。在结合碳达峰最终目标和基本特点的基础上,尝试提出判断碳达峰目标是否实现的通用标准,即:碳排放强度降低、生产总值增长,且两者的乘积停止增长或逐渐减小。随后,对各地碳达峰实施路径提出自己的建议。
Only by correctly knowing,understanding and applying the relevant theories of carbon peak all regions,industries or different economies can carry out various tasks in an orderly manner in accordance with the strategic layout of the CPC Central Committee's"Carbon Peak and Carbon Neutrality".This paper studies and analyzes the relevant theories of carbon peak,especially the concept,meanings and function of carbon peak,based on the comparison of improper or even wrong practices in some areas in the previous period.On the basis of combining the ultimate goal of carbon peak and the basic characteristics,the author tries to put forward a general standard for judging whether the carbon peak goal is achieved,that is,the reduction of carbon emission intensity and the growth of GDP,the product of the two above factors stops increasing or gradually decreases.Then the paper puts forward own suggestions on the implementation path of carbon peak in various places.
