摘要
油气管道是关键基础设施之一,一旦发生损坏,将对公共安全造成影响。为降低运行风险,提高风险防控能力,管道行业针对密切影响安全生产的第三方损坏、地质灾害、腐蚀、设备故障等风险开展监测技术攻关。“十三五”期间,在国家重点研发计划支持下,泄漏监测、第三方损坏预警、地灾监测、腐蚀监测、储罐状态监测及输油泵故障等油气管道系统安全状态监测技术研究取得长足进展,通过状态监测及时发现事故隐患和早期事故,切断事故成灾链条,防止次生灾害的扩大化。油气管道安全状态监测技术的应用提升了管道安全防护水平,实现对运行风险的预知预控,事故发生率显著下降。
Oil and gas pipeline remains one of the key infrastructures.Once it is damaged,it will exert a major impact on public safety.In order to lower the operation risk and improve the risk control capability,the pipeline industry has carried out the monitoring technology research on risks including third-party damage(TPD),geological disaster,corrosion and equipment failure,which all have a close connection with safe production.During“the 13th Five Year Plan”,thanks to the support by national key research and development plans,significant progress has been achieved in the research on the security state monitoring technology regarding oil and gas pipeline system,which involves leaking monitoring,third party damage warning,geological disaster monitoring,corrosion monitoring,storage tank condition monitoring as well as oil pump failure.By way of condition monitoring,we may find the hidden danger and early accident promptly,cut off the chain of accident disaster,and avert the expansion of secondary disasters.Generally,the application of security state monitoring technology regarding oil and gas pipeline elevates the level of pipeline safety protection,realizes the prediction and control of operation risk,and also significantly reduces the incidence of accidents.
